The process for obtaining a Construction or Building Permits has been streamlined into 3 stages:
Stage 1: Development Permission
Stage 2: Building Plan Approval
Stage 3: Certificate Of Occupancy
STAGE 1: DEVELOPMENT PERMISSION
The first stage is to apply for In-Principle Approval (IPA) to develop the acquired land. In the case of Suva, the Suva City Council will work closely with the Department of Town and Council Planning (DTCP) to process the application.
STAGE 2: BUILDING PLAN APPROVAL

In compliance with the Environment Management Act 2005 and EIA Regulations 2007, all development proposals with the potential for environmental impacts are to be submitted to the Department of Environment for review and approval.
For all projects which requires water and wastewater connections, developers are to apply for new water connection to supply fresh water to the building, and new wastewater connection to be connected to the sewerage.
DTCP will assess all Development related Engineering Plans with a focus on:
– Road & Footpath
– Water
– Electricity
– Drains
– Street lights
– Fire Hydrants
In compliance to National Building Code of Fiji under Public health Act, all building plans have to be approved by National Fire Authority (NFA) to meet the minimum requirements (with reference to Australia and New Zealand standards).
All buildings, alterations of existing buildings and demolition Works for buildings that will be used as a workplace must be vetted by the OHS Services. OHS provides advice and consultancy to ensure that the plans comply with health and safety regulations, ensure that workplaces are safe for workers and non-workers and that relevant amenities and facilities are provided. This step can be carried out concurrently with Step 5.
This is the final step before any building is permitted to be built on the land. Once the building permit is approved, the owner can then work with the developers and engineers to commence construction.
